Fact Sheet: California Senate Bill 54, “Solid Waste: Reporting, Packaging, and Plastic Food Service Ware”

California’s SB 54 establishes the Plastic Pollution Prevention and Packaging Producer Responsibility Act. Under this Extended Producer Responsibility (EPR) scheme, “producers” are required to establish and join a Producer Responsibility Organization (PRO), which will be responsible for the general administration of the program.
