Curious about what state and federal legislation and regulations related to flexible packaging were active in 2025 and might be on the horizon for 2026? Join FPA’s state and federal lobbying and public policy consultants from Serlin Haley (Andy Hackman and Edwin Borbon) and Capitoline Consulting (Liz Roberts) for a rundown on all that and come back after the break for a deeper dive on the same – and how you can contribute.

Edwin brings a wealth of experience in California’s legislative landscape, with a career spanning both government service and advocacy. He spent six years in various roles with the California State Assembly, most recently serving as legislative director for Assemblymember Tasha Boerner (D-Encinitas). His career in California began as a scheduler and legislative assistant for multiple assembly members; he then advanced to key roles, including legislative director and Capitol director. Edwin also worked in legislative advocacy for the Precision Advocacy Group, a Sacramento-based lobbying, public affairs, and public relations firm. He leads the advocacy work for FPA in the Western Region, covering the states west of the Mississippi.

Pieter joined the Amcor organization in 2019 from Ghent University as a product development engineer in the Center of Excellence for Sustainability, with a focus on implementing recycled content and external innovation. In 2021, he made the switch to paper-based packaging developments, and today he is leading the Amcor AmFiber Performance Paper Core R&D group, developing the next-gen building blocks for high-barrier paper packaging solutions.

Dan serves as President & CEO of the Flexible Packaging Association (FPA), the association representing U.S. converters of film, foil, paper and other materials into packages for food, medical device and industrial products. Prior to joining FPA in 2024, Dan served as Executive Director for AMERIPEN – the American Institute for Packaging and the Environment. A well-known leader in the U.S. government affairs arena for more nearly 20 years, Dan has represented multinational corporations, various coalitions, and trade associations representing several Fortune 500 companies. He is particularly passionate about environmental, sustainability, and packaging issues and has advocated extensively in those areas at the local, state, and federal levels in the U.S.

Speaker, Fireside Chat on EPR – The Road Ahead

Join FPA President & CEO Dan Felton for a fireside chat with Jeff Fielkow, CEO of Circular Action Alliance (CAA) – currently the only producer responsibility organization (PRO) in the U.S. for packaging extended producer responsibility (EPR). With seven state packaging EPR laws now in place and programs going into effect this year and next, it’s more important than ever to understand how CAA is helping to implement the new laws and hear how they are working with stakeholders across the entire industry and product value chain to increase recovery of all packaging, including flexibles. You won’t want to miss this session, so be sure to bring your questions for Dan to ask Jeff!

Jeff is a four-time CEO and leader at the intersection of sustainability, packaging, and circular economy systems. He is CEO of Circular Action Alliance, the U.S. Producer Responsibility Organization created by 24 global brands to implement extended producer responsibility for packaging and paper. He serves on the boards of GreenBlue and TriMas Corporation (NASDAQ: TRS), contributing on the Audit and Governance & Nominating and Compensation Committees. Across Tetra Pak, Waste Management, ReCommunity, and ID Images, Jeff built high growth businesses from 250 million dollars to more than 1.5 billion. His record spans organic growth, M&A, P&L leadership, and operational excellence.

Internationally, he has cofounded and led producer responsibility and packaging recovery organizations and advised governments on recycling policy, market development, and program design. At Circular Action Alliance, Jeff is advancing producer-led programs that expand access, modernize infrastructure, and strengthen end markets with accountability and measurable outcomes. He brings a pragmatic view on how EPR can unlock innovation in packaging recovery through design for circularity, data transparency, and public-private partnerships. Jeff holds an MBA from Marquette University and a bachelor’s degree from the University of Wisconsin Madison. His leadership philosophy aligns purpose with profit to drive durable, system-level change.

FPA has partnered with NAPCO Media on its annual survey and a new flexible packaging specific report examining digital printing trends in the packaging industry—shedding light on the drivers behind increased adoption among package printers, converters, and brand owners. In this session, Cory Francer, analyst at NAPCO Media, will present exclusive findings from the 2025 research. A panel of FPA members will follow, sharing real-world perspectives on how digital printing is currently being leveraged for flexible packaging—and where it's headed next. As digital technologies continue to open new possibilities in customization, speed-to-market, and sustainability, this session offers valuable insights into one of the industry's most promising areas of growth.

Justin Green has worked in flexible packaging and printing technologies for over 20 years, helping teams and clients navigate the evolving landscape of digital and flexographic printing. As Director of Flexible Packaging at HP, he supports the adoption of solutions like the HP Indigo 200K, designed to enhance workflow efficiency, support sustainability goals, and meet the evolving demands of brand owners. His career includes roles at Comexi, Mark Andy, and Esko. Justin holds a MS in Graphic Communications from Clemson University, serves on the Flexible Packaging Association’s Emerging Leadership Council, and actively contributes to professional dialogue shaping the future of printing and packaging.

Russell Grissett is the CEO & President of TOPPAN Packaging Americas and Chair of the FPA Board of Directors.

Russell joined Toppan as CEO and President of TOPPAN Packaging Americas following Toppan’s acquisition of Sonoco’s Flexibles and Thermoforming businesses in April 2025. Prior to joining Toppan, he was with Sonoco for over 30 years where he was most recently President of Global Thermoforming and Flexibles and an Officer of the company.

A graduate of Auburn University with a degree in Industrial Engineering, Russell remains actively involved with his alma mater as a member of Auburn’s Industrial Engineering Alumni Council. He also serves as Chair of the Flexible Packaging Association and contributes to Clemson University as a member of the FRESH Advisory Board.

Russell lives in Charlotte, North Carolina, with his wife, Christina, and their three children. In his free time, he enjoys boating, mountain biking, hiking, cooking, and watching college sports.

Andy HackmanPrincipal Lobbyist, Serlin Haley

Andrew Hackman (Andy) is a public policy advocate who has lobbied in more than 30 state capitols and is also a registered federal lobbyist who has testified before the U.S. Senate. He previously served as vice president of government affairs for the Toy Industry Association (now the Toy Association), where he oversaw its advocacy programs at both the state and federal levels. Andy has also directed the national government affairs program of the Consumer Specialty Products Association (now the Household and Consumer Products Association).

Andy has led policy discussions for 25 years in the consumer product and environmental policy arena at the state level. He prides himself on being able to find middle ground with stakeholders and strives to ensure that public policy is balanced and reasonable. He has led multi-stakeholder negotiations and lobbying efforts on a myriad of critical issues for his clients and previous employers. These issues have included: Consumer Protection; Chemical Regulation; Sustainability Requirements; Extended Producer Responsibility; Alcohol Regulation; Data Privacy; Economic Development; Gun Safety; and Tobacco Policy.

Andy holds a Bachelor of Science in Public Affairs from Indiana University’s School of Public and Environmental Affairs and a Master of Business Administration from George Washington University.

Speaker, Advancing Flexible Packaging Recycling in California and Beyond

California’s extended producer responsibility (EPR) law for packaging sets aggressive targets for packaging recycling, with the risk that materials and formats that do not meet the law’s goals may be banned from sale in the state. With flexible packaging currently far below the stated targets, what are organizations doing to advance recycling opportunities in California, and how might this aid with other states?

Learn from some key cooperative funding initiatives on how investment is being coordinated to drive rapid progress within California, how lessons learned in California are expected to assist flexible packaging recovery across the U.S., and how our industry can become more involved.

Anne is a Principal and Vice President at RRS where she has helped lead the corporate sustainability and packaging service area for the past 14 years. She has more than 28 years of multidisciplinary experience working on product and packaging design, as well as recovery. Her previous positions include serving as the Founder and Director of GreenBlue’s Sustainable Packaging Coalition and as a Sustainability Consultant at MBDC. Her expertise spans business and circularity strategies, life cycle assessment, and packaging and recycling policy. Anne has served on the Board of Directors for KAB, Chaired the Virginia Governor’s Council of Plastic Waste and Pollution, participated on Verra’s Plastic Program Advisory Group, and serves on the Board of Directors of Xela-Aid.

In his position as Chief Digital Officer, he is responsible for the strategic and operational development of all Reifenhäuser units whose business model is based on digital products: The tech start-up NEXT, which specializes in connecting entire production facilities and Reifenhäuser's digital education and learning platform, along with R-Cycle, the digital product passport for sustainable packaging. In addition, he is responsible for the Group's overall digital strategy: he will continue to develop the portfolio of digital products and ensure that all relevant digital initiatives are integrated into strategic planning.

Jan Karnath has over 15 years of experience in the digital business. He studied Management in Vienna and Digital Transformation & Innovation at Stanford University. He then began his career at SAP and has since successfully led several digital companies as a board member and founder. Investors in these companies have included EQT and Porsche AG.

Windell McGill is a seasoned packaging industry expert with 25+ years of experience, specializing in Digitally Printed Flexible Packaging over the past decade. In April 2023, Windell joined BW Converting Solutions’ PCMC Business Unit to spearhead the launch and commercialization of their new ION Hybrid Digital Press.

Before joining BW Converting Solutions, Windell was the Managing Partner of ePac Atlanta Flexibles, the first all-digitally printed flexible packaging converter. Under his leadership, the group held a 49% equity stake in the Atlanta operation, which was sold in February of 2023.

Prior to founding ePac Atlanta, Windell served as the North American Flexible Packaging Business Segment Manager for HP Indigo, where he oversaw sales of the HP Indigo 20000 digital press. Earlier in his career, he was President Americas at AVT Inc., an Israeli print quality inspection company serving the flexible packaging, labels, and web-fed folding carton markets.

Teo's career in P&G encompasses 30 years of experience leading the Package Development function for brands as Pantene, H&S, Charmin, Bounty, Crest, Oral-B, where he had the opportunity to create iconic packages like H&S and Crest Whitestrips, and led the flexibles innovation program for Procter & Gamble's Tissue/Towel brands. Today, Teo leads the global Packaging Sustainability program for P&G. Teo and P&G are founding members of TRP’s CalFFlex program, which is working to bring curbside recyclability of films and flexibles to California. Teo is a member of the US Circularity Council and the Executive Committee of the Sustainable Packaging Coalition SPC.

Neil Menezes is the Vice President of Material Services at Circular Action Alliance (CAA), the first Producer Responsibility Organization (PRO) approved to implement Extended Producer Responsibility (EPR) for paper and packaging in the United States. In this role, Neil focuses on expanding the volume and variety of recyclable materials by working collaboratively across the entire recycling value chain—from packaging design to end markets.

Before joining CAA, Neil led packaging sustainability policy efforts at General Mills, helping shape effective EPR frameworks to support practical implementation. He brings over 15 years of global experience working with PROs, producers, waste management companies, and government stakeholders to advance EPR and diversion programs across Canada, Europe, and South America.

Neil also served on numerous advisory groups and boards, including Oregon’s Rulemaking Advisory Committee #2, the Illinois Advisory Committee, and the Canada Plastics Pact Advisory Committee.

Paige is an experienced executive who recently joined the Alliance to End Plastic Waste as a Senior Advisor for Circularity in North America. She brings deep industry experience in the energy and plastics sectors from strategy, business development, and R&D roles at leading international companies in the US and Europe.  Most recently, she led sustainability engagement at Aspen Technology, helping industrial customers use digitalization to achieve corporate sustainability goals while also leading the company's reporting program.

In her current role, she leads project development with industry partners to accelerate the development and implementation of circular plastics systems, with a particular focus on film and flexibles.

Jacob Resnick leads flexible packaging innovation at Nosco, with a primary focus on digital print for flexible packaging and digital labels with HP Indigo technology. His experience spans global markets and includes automated packaging machinery and robotics for turnkey packaging systems. He leads team-driven efforts to advance digital printing technology in flexible packaging, delivering award-winning results across a wide variety of markets and applications.

Passionate about packaging in all its forms, Jacob is committed to advancing emerging packaging technologies, including RFID and product authentication tools for retail and pharmaceutical applications. He brings a data-driven, customer-focused mindset to packaging development, with an emphasis on lean product management principles.

Outside of work, Jacob enjoys playing sports, photography, audio engineering, traveling, spending quality time with family, and mentoring youth.

California’s extended producer responsibility (EPR) law for packaging sets aggressive targets for packaging recycling, with the risk that materials and formats that do not meet the law’s goals may be banned from sale in the state. With flexible packaging currently far below the stated targets, what are organizations doing to advance recycling opportunities in California, and how might this aid with other states? 

Learn from some key cooperative funding initiatives on how investment is being coordinated to drive rapid progress within California, how lessons learned in California are expected to assist flexible packaging recovery across the U.S., and how our industry can become more involved. 

Before retiring in March of 2022, Susan Robinson led the Sustainability and Policy Team at Waste Management (WM). In this role, she was responsible for WM’s sustainability policy, advocacy, and reporting. Her 40 years in the industry encompassed work in the public sector, non-profit environmental work, consultancy, and the private sector. Susan’s experience includes policy and advocacy, global commodity marketing, research and analysis of industry trends, and managing municipal solid waste and recycling contracts.

Susan has been an active participant in the national recycling dialogue, speaking at conferences and testifying on behalf of the waste and recycling industry at both the state and national levels. She has been actively involved in recycling and packaging-related boards and trade associations, participating in numerous task forces and working groups to collaborate on industry-wide waste and recycling solutions.

Since retiring, Susan has supported a diverse array of recycling and sustainability efforts through her work with trade and nonprofit organizations, as well as private sector clients.

Susan attended Stanford University and holds a B.S. in Applied Earth Sciences from the University of Washington. Her Master's work in Environmental Studies was at The Evergreen State College. She holds a certificate in Sustainability Leadership from Stanford University.

2025 has been anything but quiet. The shift in U.S. leadership has brought a wave of new policies—on tariffs, immigration, and the country’s role in global conflicts, to name a few—that are reshaping the broader economic and business climate. Some of these changes may directly impact the polyolefins industry, while others exert a more indirect influence. Either way, they all contribute to a growing sense of uncertainty.

In this presentation, we’ll read the industry’s tea leaves—prices, margins, supply, demand, and trade—to see what signals are emerging. How are these policy shifts rippling through the market? What is noise, and what is real?

Once we have sorted through what is happening today, we will turn our attention to what 2026 might bring. Because if this year has taught us anything, it is that the road ahead will be anything but predictable. So, grab your cup and let’s see what the leaves are telling us.

During his 24-year career, Esteban has experienced all aspects of the petrochemical value chain, through commercial and marketing assignments with Repsol Química in Spain, Tetra Pak in Panama, and New Castle Industries in Houston. That cycle of experiences, spanning chemical producers, polymer converters, and consumer product companies, was a key success factor for his transition to the chemical consulting industry, where Esteban worked under the umbrella of renowned firms like Townsend Tarnell, Nexant ChemSystems, CMAI (now part of IHS Chemical), and Wood Mackenzie, honing his price research, reporting and forecasting, market research, and analysis and feasibility studies skills.

During his tenure at CMAI, Esteban was responsible for the discovery and analysis of supply, demand, cost, and price dynamics for polyethylene and polypropylene in the Americas. He was also the lead in several proprietary studies, including feasibility studies, market analysis, and due diligence reports.

Before founding ChemPMC, Esteban headed Wood Mackenzie’s polymer practice, designing and implementing the company’s polymer services, which features scenario-capable long-term supply and demand models, logistic demand forecasting tools, global trade grids, as well as seasonality-driven short-term supply and demand models, and in the process trained a global team of analysts located in Houston, London, and Singapore.

Esteban has been a featured speaker at North and Latin American chemical and polymer associations meetings including APLA, IPA, ANIPAC, Canadian Plastics, or CERI, as well as consulting firms and producers-led events. Esteban holds a Chemical Engineering Degree from the Instituto Químico de Sarrià in Barcelona, Spain as well as an MBA from Rice University’s Jones School of Business.

Be the first to see findings and insights from new research sponsored by FPA and the Flexible Film Recycling Alliance (FFRA) that explores why Americans don’t recycle their flexible films & packaging and what conditions would need to exist – and what messages they would need to hear – to motivate them to change their behaviors. This landmark research can support future campaigns to educate consumers about the value of flexible films and packaging, how and where to recycle it, and motivate them to then recycle it.

Research Objectives: Explore existing consumer assumptions and attitudes about recycling flexible films; Assess how consumers categorize and differentiate flexible films vs. other recyclable materials; Quantify existing awareness and behaviors associated with flexible film recycling programs and methods; Measure interest and future usage intentions of flexible film drop-off locations among “fence sitters” and non-participants; Quantify potential message effectiveness promoting proper flexible film recycling and Plastics-FFRA’s drop-off location directory; and Create a consumer segmentation that groups adults into categories based on their attitudes and behaviors related to flexible film recycling, and potential to adapt in the future.
